Laura Francisco is a Senior Consultant with The Singer Group. She is experienced in designing and conducting custom salary surveys, conducting market-pricing, and in the design and revision of compensation and classification programs for county and city governments, library systems and other public and non-profit organizations. Laura also specializes in conducting internal equity assessments, including the design of position assessment instruments and job evaluation. She is experienced in the development and presentation of communications regarding compensation and classification projects and findings to employees as well as Boards, Councils and management teams. Current and recent compensation, classification and performance management project clients include Cecil, Dorchester, Harford, Talbot and Wicomico county governments; the City of Salisbury; Mercer County Community College (NJ); Baltimore, Carroll, Harford and Talbot county Public School Systems; the Towns of Perryville and Bladensburg (MD); the City of Lexington, VA; the St. Vincent DePaul Society of Baltimore; University of Maryland, Baltimore; Carroll, Garrett, and Harford county library systems, the Southern Maryland Regional Library Association, as well as various other libraries and library systems nation-wide. Before joining The Singer Group, Laura worked as editorial director and program manager for Hanifin Associates, an environmental education and communication organization. She also held a marketing and editorial position at Black and Veatch, an international environmental engineering firm. Laura is certified as a professional in Human Resources (PHR) by the Society of Human Resources Management (SHRM) and is a member of the Frederick County chapter of SHRM. She has taken graduate classes in Human Resources and Organization Development at The Johns Hopkins University and holds a Bachelor of Arts in French and a Bachelor of Arts in Political Science from the University of Richmond . |
