PAULA M.
SINGER, Ph. D.
Paula M. Singer, Ph.D., is owner and President of The Singer Group, a management consulting firm she founded in 1983. Her individualized approach and commitment to excellence have resulted in a track record of success with an impressive client list. With expertise in compensation, organization development, strategic planning, and change management, Paula brings a balance of broad perspective and specific focus to each project. During her 15 years of consulting, Paula has effectively directed a
wide range of compensation, classification, and organization development
studies for clients in the public, private and non-profit sectors.
She works with clients in a highly interactive, collaborative way to deliver
customized products tailored to each client’s needs. Recent and current
projects include the design of new pay plans for the St. Mary’s, Talbot,
Harford, and Cecil County, MD governments and sheriff’s offices; the Town
of Perryville, Town of Bel Air, and City of Bladensburg in Maryland; compensation
and classification studies for the City of Greenwood Villages, CO, Carroll
and Baltimore County, MD Public Schools, Tulsa City-City Library System;
performance management/pay for performance plans for the City of Mesquite,
TX, Eastern Shore Regional Library, Talbot County Government, an organization
design study for Carroll City Public Library; a comprehensive compensation,
classification, and staffing study for the Carnegie Library of Pittsburgh;
and an organizational audit of the Harford County State’s Attorneys Office.
Current or recent non-profit clients include the Environmental Support
Center (DC), St. John’s Community Services (DC) and Project PLASE (Baltimore).
Before founding The Singer Group, Paula held a variety of positions in private sector and nonprofit organizations. She was the Manager of Human Resources for a subsidiary of the Bendix Corporation, worked in the corporate HR department of Commercial Credit Company, and served as Executive Director of a public sector union in Maryland. Paula received her doctorate in Human and Organizational Systems from
the Fielding Institute in Santa Barbara, CA. She also earned a Master
of Arts degree in Organization Development at The Fielding Institute, and
a Master of Administrative Sciences from The Johns Hopkins University.
Her Bachelor of Science degree is in Industrial and Labor Relations from
Cornell University. Paula is an Associate Faculty Member of Johns
Hopkins University and National Faculty Member of Nova Southeastern University.
Paula is active in a number of professional organizations, civic groups
and activities. In recognition of her significant accomplishments, Paula
has been honored as one of Maryland's Top 100 Women in 1997, 1999 and 2001
and was a member of Leadership Maryland, class of 1999.
