of an independent consulting firm (formerly Industrial Relations and
Development) providing human resources, organizational development,
strategic planning, and program evaluation services to clients in the
public, private and non-profit sectors.

implementation of quality of work life programs.

City, Inc., Baltimore, Maryland, 1978 to 1980. Director of a
labor organization representing 6,000 municipal employees. Chief
spokesperson with responsibility for collective bargaining
negotiations, contract interpretation and administration, supervision
of the grievance process, lobbying activities, membership promotion,
and budget.

Baltimore Maryland, 1976 to 1978. Developed, implemented, and
administered the MTA's Minority Business Utilization Program for the
construction of the $720 million Baltimore Region Rapid Transit
System.
