EXPERIENCE
- The Singer Group, Inc., Baltimore, Maryland, 1983 to present. President of an independent consulting firm (formerly Industrial Relations and Development) providing human resources, organizational development, strategic planning, and program evaluation services to clients in the public, private and non-profit sectors.
- Associate Faculty, Johns Hopkins University, Baltimore, Maryland,
1996 to present. Instructor of graduate classes in the Master of Science in Organization Development and Strategic Human Resources program; co-faculty Women, Leadership and Change program; directed field work proposal instructor and advisor.
- National Faculty, Nova Southeastern University, Ft. Lauderdale,
Florida, 1998 to present. National faculty associate in Human Resources Development for a distance doctoral program in higher education and leadership.
- Adjunct Faculty, The University of Pennsylvania, Fels Center for Government, Philadelphia, Pennsylvania, 1991 to 1992. Instructor of courses in Labor Relations and Human Resource Management.

- Executive Director, Maryland Nurses Association, Baltimore,
Maryland, 1982 to 1983. Director of a Statewide Professional Association
of Registered Nurses. Responsibilities included direction of lobbying
activities; government affairs; professional development training programs;
budget development; administration of daily fiscal affairs; supervision
of staff; and oversight of volunteers. Chief spokesperson in collective
bargaining negotiations and direction of unfair labor practice proceedings,
grievances, and mediation.
- Manager, Human Resources, Communications Division of the Bendix
Corporation, Towson, Maryland, 1980 to 1982. Developed and managed
human resource policies in coordination with long-range strategic plans;
managed equal employment, training, management development, and organizational
development functions, including the design and analysis of attitude
surveys, affirmative action plans, and implementation of quality of
work life programs.
- Executive Director, Classified Municipal Employees Association
of Baltimore City, Inc., Baltimore, Maryland, 1978 to 1980. Director
of a labor organization representing 6,000 municipal employees. Chief
spokesperson with responsibility for collective bargaining negotiations,
contract interpretation and administration, supervision of the grievance
process, lobbying activities, membership promotion, and budget.
- Minority Business Development Specialist, Mass Transit Administration,
Baltimore Maryland, 1976 to 1978. Developed, implemented, and administered
the MTA's Minority Business Utilization Program for the construction
of the $720 million Baltimore Region Rapid Transit System.
- Senior Compensation Analyst, Commercial Credit Management Company,
Baltimore, Maryland, 1974 to 1976. Analyzed, developed, and implemented
corporate-wide compensation policies and procedures. Evaluated exempt,
non-exempt and executive jobs, developed salary structures and new pay
plans. Served as Consultant to personnel managers of corporate subsidiaries.
- Pay Stabilization Analyst, Cost of Living Council, Washington,
D.C., 1973 to 1974. Reviewed exception requests to the general wage
and salary guidelines during the period of economic stabilization. Conducted
hearings and issued Decisions and Orders.
